TO ALL PRIESTS AND RELIGIOUS WORKING IN THE ARCHDIOCESE OF LAGOS, AND THE LAY FAITHFUL

Dear Msgri. /Frs., Brothers and Sisters in the Lord,

SUSPENSION OF SCHEDULED REOPENING OF CHURCHES IN LAGOS STATE.

1. The recent announcement by the Lagos State Government, suspending the planned
reopening of Churches for public worship has left us with a feeling of utter
disappointment and bewilderment. We, lay faithful, Religious and the Clergy, had all
been looking forward to 21st June, 2020, with joyful anticipation that we shall gather
once again to celebrate the Eucharist as Communities of Faith in our different
parishes. We had been engaging the Government and acting in concert with other
Christians in the Christian Association of Nigeria on what we need to do. We had even
gone ahead to issue particular stringent Archdiocesan Guidelines towards the gradual
restoration of public Masses in order to ensure the safety of our people. All the
parishes had started working to make the Church premises safe for worship following
the guidelines later released by government.
It is very unfortunate that the State Government suspended the scheduled opening of
Churches for Public worship because of the increase in the number of COVID-19
infections and its belief that the Church is a fertile ground for new infections. We
are convinced that there are higher chances of protecting people from the infection
within Church premises than in other public places such as markets and motor parks
due to precautions that we believe would be better respected by the faithful when
they come to worship. If offices and businesses could be opened with safety measures
put in place, we believe that the same principle ought to apply to Churches with higher
chances of better compliance. We make bold to say again that the Church cares about
the health and safety of the faithful as much as the State, if not more.

We also remind everyone that good health is not just physical wellness, it is a state of
total wellbeing of the person: mental, emotional and psychological well-being. Faith and
religious worship help to provide these other indices of well-being and we hope that
would be taken into consideration by government in reconsidering its position.

2. We encourage the Clergy, Religious and Lay Faithful of our Archdiocese to accept the
situation we are in with the eyes of faith, seeing it as the Will of God for us at this
time. Whatever happens to us has the mark of God on it and we should recognize it as
part of God’s providence. It is normal to feel disappointed and frustrated but we must
never give in to discouragement rather we must remain calm and hopeful.

We shall continue to celebrate Masses which shall be broadcast on Lumen Christi
Television Network and we hope that you will all continue to participate from your
homes. Let us endeavor to keep the flame of our faith alive drawing strength from the
words of St. Paul that “all things work together unto good for those who love God”
(Rom. 8:28). We shall not relent in our prayers for God’s intervention in our fight
against this virus since we believe that our sacrifices and efforts by the grace of God,
would bring an end to the spread of this virus.

3. We urge the faithful of the Archdiocese to place our inability to celebrate Mass in
public in the hands of God for a resolution. The Rosary is like a weapon that you use
when you are at war and its potency have been proved over the years. We are not sure
of what we are battling against but we know that with God on our side, we shall
overcome. Please pray the rosary every day for an end to the Coronavirus but also for
the restoration of Public Mass and return to normal life.

4. Meanwhile we urge all the faithful not to relax in taking due precautions because
there is no doubt that the virus is still with us and we need to protect ourselves and
others even while we go about our daily lives. Keep physical distance from others,
avoid large gatherings of people, remain in your home unless there is need to go out,
wear the face mask when in public and wash your hands often.

5. Do you know that you can use the opportunity of washing your hands to pray also? It
takes about 20 seconds to say the Our Father. Use the time for washing your hands
productively by saying a prayer.

Finally, we commend the efforts of our dear priests who have been working to keep
the faith of our people alive in these unusual times and in such dire circumstances.
Along with the committees in their parishes, priests have been making efforts to
prepare our churches in line with the safety measures for the resumption of public
Masses. We assure you that your efforts are not in vain. We believe that sooner than
later, we shall have the opportunity to gather in our parishes to celebrate the
Eucharist and the other sacraments once again. May God deliver us from this evil.
Amen.

(Signed)
+ Alfred Adewale MARTINS

Posted by POPE FRANCIS on Friday Mar 27th, 2020 at 5:06 PM

“You ask us not to be afraid. Yet our faith is weak and we are fearful. But you, Lord, will not leave us at the mercy of the storm.”

“When evening had come” (Mk 4:35). The Gospel passage we have just heard begins like this. For weeks now it has been evening. Thick darkness has gathered over our squares, our streets and our cities; it has taken over our lives, filling everything with a deafening silence and a distressing void, that stops everything as it passes by; we feel it in the air, we notice in people’s gestures, their glances give them away. We find ourselves afraid and lost. Like the disciples in the Gospel we were caught off guard by an unexpected, turbulent storm. We have realized that we are on the same boat, all of us fragile and disoriented, but at the same time important and needed, all of us called to row together, each of us in need of comforting the other. On this boat… are all of us. Just like those disciples, who spoke anxiously with one voice, saying “We are perishing” (v. 38), so we too have realized that we cannot go on thinking of ourselves, but only together can we do this.

It is easy to recognize ourselves in this story. What is harder to understand is Jesus’ attitude. While his disciples are quite naturally alarmed and desperate, he stands in the stern, in the part of the boat that sinks first. And what does he do? In spite of the tempest, he sleeps on soundly, trusting in the Father; this is the only time in the Gospels we see Jesus sleeping. When he wakes up, after calming the wind and the waters, he turns to the disciples in a reproaching voice: “Why are you afraid? Have you no faith?” (v. 40).

Let us try to understand. In what does the lack of the disciples’ faith consist, as contrasted with Jesus’ trust? They had not stopped believing in him; in fact, they called on him. But we see how they call on him: “Teacher, do you not care if we perish?” (v. 38). Do you not care: they think that Jesus is not interested in them, does not care about them. One of the things that hurts us and our families most when we hear it said is: “Do you not care about me?” It is a phrase that wounds and unleashes storms in our hearts. It would have shaken Jesus too. Because he, more than anyone, cares about us. Indeed, once they have called on him, he saves his disciples from their discouragement.

The storm exposes our vulnerability and uncovers those false and superfluous certainties around which we have constructed our daily schedules, our projects, our habits and priorities. It shows us how we have allowed to become dull and feeble the very things that nourish, sustain and strengthen our lives and our communities. The tempest lays bare all our pre-packaged ideas and forgetfulness of what nourishes our people’s souls; all those attempts that anesthetize us with ways of thinking and acting that supposedly “save” us, but instead prove incapable of putting us in touch with our roots and keeping alive the memory of those who have gone before us. We deprive ourselves of the antibodies we need to confront adversity.

In this storm, the façade of those stereotypes with which we camouflaged our egos, always worrying about our image, has fallen away, uncovering once more that (blessed) common belonging, of which we cannot be deprived: our belonging as brothers and sisters.

“Why are you afraid? Have you no faith?” Lord, your word this evening strikes us and regards us, all of us. In this world, that you love more than we do, we have gone ahead at breakneck speed, feeling powerful and able to do anything. Greedy for profit, we let ourselves get caught up in things, and lured away by haste. We did not stop at your reproach to us, we were not shaken awake by wars or injustice across the world, nor did we listen to the cry of the poor or of our ailing planet. We carried on regardless, thinking we would stay healthy in a world that was sick. Now that we are in a stormy sea, we implore you: “Wake up, Lord!”.

“Why are you afraid? Have you no faith?” Lord, you are calling to us, calling us to faith. Which is not so much believing that you exist, but coming to you and trusting in you. This Lent your call reverberates urgently: “Be converted!”, “Return to me with all your heart” (Joel 2:12). You are calling on us to seize this time of trial as a time of choosing. It is not the time of your judgement, but of our judgement: a time to choose what matters and what passes away, a time to separate what is necessary from what is not. It is a time to get our lives back on track with regard to you, Lord, and to others. We can look to so many exemplary companions for the journey, who, even though fearful, have reacted by giving their lives. This is the force of the Spirit poured out and fashioned in courageous and generous self-denial. It is the life in the Spirit that can redeem, value and demonstrate how our lives are woven together and sustained by ordinary people – often forgotten people – who do not appear in newspaper and magazine headlines nor on the grand catwalks of the latest show, but who without any doubt are in these very days writing the decisive events of our time: doctors, nurses, supermarket employees, cleaners, caregivers, providers of transport, law and order forces, volunteers, priests, religious men and women and so very many others who have understood that no one reaches salvation by themselves. In the face of so much suffering, where the authentic development of our peoples is assessed, we experience the priestly prayer of Jesus: “That they may all be one” (Jn 17:21). How many people every day are exercising patience and offering hope, taking care to sow not panic but a shared responsibility. How many fathers, mothers, grandparents and teachers are showing our children, in small everyday gestures, how to face up to and navigate a crisis by adjusting their routines, lifting their gaze and fostering prayer. How many are praying, offering and interceding for the good of all. Prayer and quiet service: these are our victorious weapons.

“Why are you afraid? Have you no faith”? Faith begins when we realise we are in need of salvation. We are not self-sufficient; by ourselves we founder: we need the Lord, like ancient navigators needed the stars. Let us invite Jesus into the boats of our lives. Let us hand over our fears to him so that he can conquer them. Like the disciples, we will experience that with him on board there will be no shipwreck. Because this is God’s strength: turning to the good everything that happens to us, even the bad things. He brings serenity into our storms, because with God life never dies.

The Lord asks us and, in the midst of our tempest, invites us to reawaken and put into practice that solidarity and hope capable of giving strength, support and meaning to these hours when everything seems to be floundering. The Lord awakens so as to reawaken and revive our Easter faith. We have an anchor: by his cross we have been saved. We have a rudder: by his cross we have been redeemed. We have a hope: by his cross we have been healed and embraced so that nothing and no one can separate us from his redeeming love. In the midst of isolation when we are suffering from a lack of tenderness and chances to meet up, and we experience the loss of so many things, let us once again listen to the proclamation that saves us: he is risen and is living by our side. The Lord asks us from his cross to rediscover the life that awaits us, to look towards those who look to us, to strengthen, recognize and foster the grace that lives within us. Let us not quench the wavering flame (cf. Is 42:3) that never falters, and let us allow hope to be rekindled.

Embracing his cross means finding the courage to embrace all the hardships of the present time, abandoning for a moment our eagerness for power and possessions in order to make room for the creativity that only the Spirit is capable of inspiring. It means finding the courage to create spaces where everyone can recognize that they are called, and to allow new forms of hospitality, fraternity and solidarity. By his cross we have been saved in order to embrace hope and let it strengthen and sustain all measures and all possible avenues for helping us protect ourselves and others. Embracing the Lord in order to embrace hope: that is the strength of faith, which frees us from fear and gives us hope.

“Why are you afraid? Have you no faith”? Dear brothers and sisters, from this place that tells of Peter’s rock-solid faith, I would like this evening to entrust all of you to the Lord, through the intercession of Mary, Health of the People and Star of the stormy Sea. From this colonnade that embraces Rome and the whole world, may God’s blessing come down upon you as a consoling embrace. Lord, may you bless the world, give health to our bodies and comfort our hearts. You ask us not to be afraid. Yet our faith is weak and we are fearful. But you, Lord, will not leave us at the mercy of the storm. Tell us again: “Do not be afraid” (Mt 28:5). And we, together with Peter, “cast all our anxieties onto you, for you care about us” (cf. 1 Pet 5:7).

SUSPENSION OF PUBLIC MASS IN THE ARCHDIOCESE

Dear brothers and sisters in Christ, with a heavy heart I have to address another circular within two days to you regarding the COVID-19 and the situation in Lagos State. Yesterday, we had been able to ascertain that the restriction of people to gather together for worship was for not more than fifty. We have heard today that the number has been reviewed downwards to not more than twenty by government. This has made our arrangement to see how we could manage to still get Mass for as many as possible now literally impracticable.

With deep regrets we are constrained to direct that Mass with the faithful in attendance is to be suspended for the next four weeks. Mass is not suspended as priests will continue to offer Mass for the people and the whole world, what has been suspended is Mass with the faithful in attendance.

We urge the faithful to view this situation in the light of the fact that we are fighting a war, a war with an invisible deadly enemy with weapons that are very dangerous to human life. We know that God is able to deal with it for us just as he fought for the People of Israel. That is why we had thought we could still gather as a Community of Faith within the ambit of the government directives, to pray to God pleading the Blood of Christ as we celebrate Mass.

Meanwhile we urge you to spend the Sunday as a holy day. You may make an altar with a crucifix and possibly candle light, if you do not have one already, read the Readings for the day, share the word of God with one another, pray the Rosary and the “Prayer for an End to the Coronavirus Pandemic”. Do take time to tune to Lumen Christi Television Network on DSTV Channel 350 and EWTN, DSTV Channel 348 so that you may follow the Mass and them make an Act of Spiritual Communion which is as follows:

ACT OF SPIRITUAL COMMUNION
My Jesus,
I believe that You
are present in the Most Holy Sacrament.
I love you above all things
and I desire to receive you into my soul.
Since I cannot receive You sacramentally now,
come at least spiritually into my heart.
I embrace You as if You were already there and unite myself to You.
Never permit me to be separated from You.
Amen.

We shall continue to monitor the situation and discern what we must do in order to support ourselves as we face this present challenge that has been foisted on us. We should take this as a sacrifice that we must make and ask God to accept it as our prayers for his intervention. In the days to come, we shall reflect more on the situation and discern what more we must do.

We urge Parish Priests to endeavor to pass on this new development to their parishioners with the assurance that we shall continue to find ways and means of ensuring that their faith continues to be nourished and that we support ourselves in dealing with this present challenge.

Be glad in hope, constant in tribulation, persevering in prayer. (Romans 12:12).

Ab omni malo: Libera nos Domine!

SPECIAL CIRCULAR ON THE OUTBREAK OF CORONAVIRUS

In December 2019, a cluster of Pneumonia cases reported in the City of Wuhan, China. Investigations found out that this was caused by previously unknown virus now named 2019 novel Coronavirus (ncoV). The outbreak has now become a global concern as it keeps spreading at an alarming rate. With the first case of the virus recently confirmed in Nigeria, we hope and pray that the government does everything to ensure that the virus is contained and kept from spreading. However, it is important that information about the virus and its risk of spreading should be brought to the attention of everyone.

How is Coronavirus Transmitted?
A person can carry and transmit COVID- 19 without showing the symptoms. Coronaviruses are circulated in a range of animals and can be transmitted to humans, though the exact dynamics are yet to be determined. In general, respiratory diseases are usually transmitted through droplets created when an infected person coughs or sneezes or through something that has been contaminated with the virus.

People most at risk;
> Those in close contact with animals
> Live animal market workers
> People caring for those with infection
> Family members or health care workers
Common Signs of Coronavirus
> Respiratory infection symptoms
> Fever
> Cough
> Shortness of breath
> Breathing difficulties
In severe cases;
> Pneumonia
> Severe acute respiratory syndrome
> Kidney failure
> Death
Treatment
There is no specific medication; treatment is supportive care and treatment of symptoms.

B. No vaccine, treatment and vaccines are in development.
Standard Recommendations to Prevent Spread of Infection
1. Regular washing of hands with soap and water
2. Cover your mouth and nose when coughing and sneezing
3. Cook your meat and eggs thoroughly before consuming
4. Avoid close contact with anyone showing symptoms of respiratory illness such as:
> Coughing
> Sneezing
5. Avoid undue contact with animals.
6. Appropriate use of mask in health care centers
7. Wash your hands thoroughly after having contact with live animals and animal products
8. Stay at home when you feel unwell
9. Cook meat and other such products very well
Visit your health care center early if you have fever, cough and difficulty breathing

C. The following are further preventive measures as published by Channels TV

> Wash your hands frequently
Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash them with soap and water.
Why? Washing your hands with soap and water or using alcohol-based hand rub kills viruses that may be on your hands.

> Maintain social distancing
Maintain at least 1 metre (3 feet) distance between yourself and anyone who is coughing or sneezing.
Why? When someone coughs or sneezes they spray small liquid droplets from their nose or mouth which may contain the virus. If you are too close, you can breathe in the droplets, including the COVID-19 virus if the person coughing has the disease.

> Avoid touching eyes, nose and mouth
Why? Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to your eyes, nose or mouth. From there, the virus can enter your body and can make you sick.

> Practice respiratory hygiene
Make sure you, and the people around you, follow good respiratory hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately.
Why? Droplets spread the virus. By following good respiratory hygiene, you protect the people around you from viruses such as cold, flu and COVID-19.
